The Problem Of Population

Easily the most talked about problem....the most...common....the most...known....well what to do? do we keep a one child policy like china? no! that would be restricting other people's rights...we ain't like the Chinese!...otherwise i may may not even be able to come out with this blog!...should we keep a two child policy?...that would be seen as a restriction too.........then how do we ensure that people are discouraged to have kids but at the same time those who really want them can have em'?

well what i've proposed is something really effective but what some might say "commercializes" the whole process

what i'vce thought is that we can have a system of "birth permits" a sort of asset like shares which gives the couple the legal right to have a child, every couple will be issued two permits upon marrige and can use them to have two kids,no in case theyare a working couple and don't want to have more than one child they can "sell" their spare permit in a "market" the market being something like a stock market where prices are determined by demand and supply this permit which is sold by the couple can be "bought" by a couple who want a third child thus only four children are born to four people to keep the population in control the government can even "buy back" and cancel these birth permits to reduce the circulation eg. 1000 couples are mariied and they are issued 2000 permits 500 couples decide to sell their 2nd permit so 500 permits enter the market the government can buy 100 of these permits and cancel them so only 400 permits can ultimately be passed on to people who want to have a third child...only 1900 children are born to 2000 people reducing the population by 100...since the price of the permits goes by demand and supply the price of having a 3rd child will steadily increase...discouraging people to have a 3rd kid...and if we have in the far future a problem of underpopulation like japan and germany today then since the government can sell additional permits in the market the price to have a 3rd child will steadily decline encouraging people to have more children..you might say that with so many poor and uneducated people how are we supposed to gather all the information to make this system work, nandan nilekani is already doing this vital job with the national id card project also, the poor people can sell their extra permit and make some additional money which may be able to be used to finance their single child's health or education....please post your opinions on this.....thank you....A.V
